On February 24, 2025, TennCare formally requested the CY 2024 EMS Cost & Utilization Report from each EMS provider, due no later than May 31, 2025. In order for this submission to be considered complete, you must:

• Utilize the current template, version 1.6 (“EMS COST & UTILIZATION REPORT TEMPLATE_v.1.6.xls”) which can be downloaded here: https://myersandstauffer.com/client-portal/tennessee/#toggle-id-5
• Upload the signed certification on the “Signed Certification” event line in the stat log (Note: the signature must be a “wet” signature, or signed electronically. Typed names in the signature field do NOT qualify as a signature.)
  • If needed, the signed certification event can be added via the drop down menu at the bottom of the stat log
• Upload both financial and transport support on the Working Trial Balance and Transport Log event lines, respectively
  • Additionally, if you were unable to attend the online trainings which provided additional information about Web Portal and the Cost & Utilization form, you can access those recordings here.  https://myersandstauffer.com/client-portal/tennessee/#toggle-id-4

As a reminder, for the CY 2024 TN EMS Cost and Utilization Report submission, you must submit through the TN EMS Web Portal. If you have already registered for the web portal, it is recommended that you verify that you are able to log in at least two weeks prior to the submission due date.

If you have not registered for the web portal, please complete the attached registration form with the required information, including public facing IP address or range of IP addresses (which can be obtained from your IT department or network provider). Upon completion of this form, please email it to TNEMT@mslc.com. Please note that registration processing may take as long as 3-5 business days.

Submissions will not be marked complete until a completed Excel-based Cost & Utilization report, supporting documentation, AND signed certification have been submitted.

• 1. Ground Ambulance Service Provider Assessment Act – SB747/HB171
    Sponsors- Senator Yager, Ken; Rep. Randy, Jay
  • • • • Extends the ground ambulance service annual assessment to June 30, 2026. Requires the ambulance
          provider to pay an assessment to the bureau no more than 45 days after the day on which the bureau
          issues the ambulance provider notice of the assessment. Allows the office of emergency services to
          provide the bureau with additional data, including reports containing protected health information, as
          needed to ensure the assessment program remains in compliance with state and federal laws.
        • Legislation sunsets each year, extremely successful across TN for the past six years
        • Designed to address specific needs of the ambulance service industry to improve access to TennCare
          patients across Tennessee.
        • Fully funded by ambulance providers and the Federal Government- NO STATE Funds
        • Amendment Summary
          • Senate Health & Welfare Committee amendment 1, Senate Health & Welfare Committee amendment 1,
            House TennCare Subcommittee amendment 1 (003595) rewrites the bill. Present law requires an
            ambulance provider to pay an assessment to the bureau of TennCare no more than 30 business days
            after the day on which the bureau issues the ambulance provider notice of the assessment. Increases
            such time period from 30 business days to 45 calendar days. Requires the office of emergency services to
            provide the commissioner of health with full access to ambulance run reports maintained by the office.
          • Subcommittee Amendments
            • Specifies that the commission of health may provide the bureau of TennCare with ambulance run report
              data and additional requested data, including reports containing protected health information, as
              needed to ensure the assessment program remains in compliance with state and federal laws. Present
              law provides that the ground ambulance provider assessment established by current law terminates on
              June 30, 2025. Extends such assessment until June 30, 2026.
            • Provides $30 million statewide to ambulance providers for emergency TennCare transports
• 2. Reimbursement for ground-based ambulance services- SB748/HB201
  Sponsors Senator Yager, Ken; Rep. Hicks, Gary
  • • • Requires the bureau of TennCare to reimburse a public or private ground-based ambulance service that
        bills for transport and has a base of operations in this state that provides a covered emergency service to a
        TennCare recipient at a rate not less than 67.5% of the federal Medicare program’s allowable chare for
        participating providers and 100% of the federal Medicare programs allowable charge for covered
        nonemergency services.
      • Fiscal Note:
        • General Fund FY25-26 & Subsequent years $2,265,800
        • Federal Government expenditures FY25-26 & Subsequent years $4,085,000
      • Non-emergency ambulance services are EXCLUDED from the current Ground Ambulance Service Provider
        Assessment Act due to CMS guidance.
      • Non-emergency TennCare transports are missing out on $229.50 per transport by being excluded from the
        Provider Assessment Act.
      • This would help level the reimbursement for all TennCare ambulance transports and would improve
        availbility of non-emergency ambulance transportation throughout the State

The payment reports for the SFY25 Q2 TennCare supplemental  payments were sent out by email yesterday (2-11-25). TennCare has instructed the MCO’s to make these payments by February 28, 2025.

After sending out the payment notices yesterday, several providers identified a significant decrease in their payment numbers compared to previous quarters. I brought this to the attention of TennCare and they immediately reached out to the MCO’s.

Cecilia leads a progressive Fire and EMS program at GPHS, dedicated to developing the next generation of firefighters and emergency responders. Her students actively engage with local agencies, gaining hands-on experience in fireground operations, 911 centers, and aeromedical services, just to name a few.

Her next major initiative is to take her current cohort of 15 students to the FDIC conference in Indianapolis in April 2025. This experience will provide unparalleled exposure to industry leaders, advanced training, and networking opportunities, reinforcing their commitment to the profession. The total fundraising goal for this effort is approximately $15,000. By supporting this initiative, we can help recruit future students, enhance retention, and foster lifelong careers in fire service through early engagement.

Dear EMS Service Directors,
In 2021, TASA completed their initial Statewide EMS Staffing Survey that assessed the current state of staffing across the state of Tennessee. We all remember that this was during the COVID-19 Pandemic which stretched our systems in unprecedented ways. Since that survey, legislation passed that allows EMS services to utilize the EMS-A (EMS Apprentice) aka Ambulance Operator position and the number of EMS services allowed to have their own service EMT/AEMT programs increased from 15 to 30.

This year we are sending out a follow up survey and TASA is requesting each EMS service to complete the 2024 Statewide EMS Staffing Survey. This follow up survey will allow comparative data to assess current state of staffing across the state of Tennessee. Once the survey information has been compiled and reviewed, TASA will share the results with you. The survey will be open until December 2, 2024.

Recently a question was asked by a rural county service.

Question: Can we receive TennCare reimbursement for TN-T2 if we use our local ER physician as the Qualified Healthcare Partner  (QHP) – even if the QHP chooses not to charge for the consultation?

Answer: We have reviewed this question with TennCare officials and their answer is YES:

• The EMS will still be reimbursed for their assessment and not for mileage as described under Scenario 2, regardless of if the QHP ‘treats’ the member or not or regardless of if the QHP bills for their service or not, as long as the EMS provider bills using the “W” modifier to indicate the use of telehealth and engaging a QHP (ED Physician) and;
• the ED Physician/QHP is assessing the member and advising as whether to complete  Treatment-In-Place (TIP), Transport to Alternate Destination (TAD), or transport the member to the ED
• the ED Physician/QHP should sign off on the ambulance ePCR in cases of TIP or TAD
