MEETING MINUTES
February 20, 2008
Call to order 1103
Present: Doug McQuary, Paul Anderson, Chuck Latimer, Derek Merritt, Brandon Ward, Larry Billingsley, Chad Graham, John Fitzsimmons, J.R. Gore and Mike Shankle.
President Doug McQuary welcomed everyone, and called meeting to order.
* Meeting minutes passes out from last meeting, Motion made to approve by Derek Merritt seconded by John Fitzsimmons. Motion Passed.
* Treasurers Report by Larry Billingsley with a balance of $13,238.56 as of 01/31/08. Motion to approve by JR seconded by Derek. Motion Passed.

Legislation report: Mike Shankle and Brandon Ward gave a legislative report on the following bills:
•HB3279 by *Miller L. (*SB3404 by *Tate.)
•Firefighters – Authorizes paid career paramedics in a county in which a fire department operates its own fire training academy to receive paramedic training at such facility upon written interlocal agreement. – Amends TCA Section 68-140-527.
TASA opposes This is an issues for the EMS board to deal with.
•HB2660 by *Hackworth, *Dean, *Harmon, *Ford, *Watson, *Brooks K, *Williams. (*SB2638 by *McNally.)
•Pensions and Retirement Benefits – Authorizes certain political subdivisions to establish a mandatory retirement age for certain emergency management services personnel; allows certain EMS personnel, being 55 years of age or older and having at least 25 years of creditable service, to retire early. – Amends TCA Title 8, Chapter 34; Title 8, Chapter 35 and Title 8, Chapter 36.
TASA supports – EMS , 911 Dispatchers omitted from this bill last year.

Abstract: Special License Plates – Authorizes issuance of Tennessee Emergency Medical Services Education Association (TEMSA) new specialty earmarked plates; allocates 50 percent of funds produced from sale thereof to TEMSA for educational purposes and purchase of equipment. – Amends TCA Title 55, Chapter 4.

Abstract: Municipal Government – Allows municipalities located within the large urban counties to select the color scheme of the municipality’s ambulances, provided that the color scheme is the same used for the municipality’s fire department vehicles. – Amends TCA Section 68-140-526.

•Motor Vehicles – Authorizes full-time, part-time, and volunteer members of fire departments and rescue squads to use sirens and red lights on personal vehicles, and authorizes certain police and correction officers to use blue lights on personal vehicles. – Amends TCA Title 55, Chapter 8, Part 1 and Title 55, Chapter 9.
TASA opposes –
J.R Gore gave an update on the Mid winter conference with approximately 50 attending the Medical Director’s portion and approximately 150 attending the Administrator’s conference.
After discussion of the attendance of EMS consultants of not being able to attend a motion was made by John Fitzsimmons for President McQuary to send a letter to the Commissioner of Health of the dismay of the decision to not allow the attendance of the regional consultants. Motion was seconded by J.R. Gore. Motion passed.
John Fitzsimmons gave a report on the Awards committee work.
