President Reed called the meeting to order at 10:00 a.m.
Board Members present: Andrew Reed, Keith Douglas, Rick Valentine, Stan Clark, Joyce Noles, Wallace Elliott (by conference call), John Fitzsimmons, Lis Henley, Doug McQuary, Tommy Crowder
Board Members absent: Danny Houseright, Ricky Slack, and Andrew Hart
Others Present: Tina Dixon (St. Thomas)
Motion by Joyce Noles – 2nd by Lis Henley to accept the November 2014 TASA Board Minutes as written, motion Passed.
Presentations and Monthly Reports:
Financial Report: Rick Valentine – financial report showing current balance of $70,249.07.
Motion made by Stan Clark – 2nd by Joyce Noles to accept the financial report, motion Passed.
NAEMT – John Fitzsimmons reported that EMS Day on the Hill is scheduled for April 29, 2015 with the legislative briefing on April 28. The EMS World Expo is scheduled for September 13 – 18, 2015 with the NAEMT annual meeting on September 13th.
Committee Reports Mid-Winter: Joyce reported that the pre-conference is a go with a maximum of 40 attendees. This year Taylor Made Ambulance will be sponsoring the Banquet. Speakers are set with focus on management and leadership Stan Clark provided information that led to discussion about Erlanger’s proposal to host an event with food and drink at the Mid-Winter Conference. He will follow up after speaking with Erlanger.
Reimbursement: President Reed reports the dates have been confirmed. The Reimbursement conference will be Wed. September 2 (noon-5pm) – Thursday September 3, 2015 (9am-5pm). The Medical Director’s Conference will be Friday September 4, 2015. We will open registration for these conferences during the Mir-Winter Conference.
Equipment: Motion by Joyce Noles – 2nd by Tommy Crowder to replace the bulb in the projector at a cost of approximately $400 (will take about 2 – 3 weeks).
Legislative:
TCRS 25 year retirement – Keith Douglas reports that our proposed legislation continues to move through the necessary offices with Congressman DesJarais currently pushing the bill.
EMS Day on the Hill (Nashville) – Will begin working with lobbyist to set a date for EMS Day on the Hill in Nashville.
Tax Exempt – TASA needs to pursue tax exempt status. After discussion, Lis Henley volunteered to contact Randy White at Rutherford County for assistance.
TASA Board Elections – discussion about which board positions were up for election in February. Vice-President and West Grand Division positions are up for election at the Mid-Winter Conference.
State EMS Board: Motion by Tommy Crowder – 2nd by John Fitzsimmons for TASA to proceed to change the current “non-profit/volunteer” position to a TASA Board member position and oppose any other group/organization that may attempt to change board positions. Doug McQuary called for question. Motion failed with President Reed voting “no” to break the tie.

Motion by Keith Douglas – 2nd by John Fitzsimmons for the legislative committee to work with the lobbyist to ensure any changes to the EMS Board be in the best interest of TASA. Motion passed.

New Business:
Motion by Tommy Crowder – 2nd by Keith Douglas for the Legislative committee meet with Atty Tony Dalton In regards to fair reimbursements as established by Medicare guidelines and if Atty Dalton feels fairly certain that the ambulance services in the state of Tn are being unjustly and unfairly compensated for their services by any entity then the legislative committee shall have the authority to spend up to $30,000 to retain Atty Dalton and allow him or his designees to contact and collect data, funding or any other necessary items as a third party from the membership and to proceed with any avenue necessary to ensure that those individual participating member agencies are being treated fairly according to the federally established medicare guidelines. Rick Valentine called for question. Motion failed.

Announcements:
- Because the first Thursday in January is New Year’s Day, next month’s board meeting will be held on January 8th 2015 at Ryan’s in Lebanon.
